This is actually his best option.
Did he not fully fund the military, too.
Take troops from foreign bases where we are not want or appreciated and put them on our border.

Under the current option,skilled iron workers, not unskilled troops, are required to place the factory assembled sections into place.

The contracts are being administered by the military, the Corps of Engineers, but work in the field will be accomplished by civilian contractors. If military money is to be used, it will be used by the COE to pay contractors like all other military construction in the country.

I think you are right. He will declare an emergency, use the military to build a wall for the safety and security of the country, and then congress can pass the budget and stop the shutdown because the wall is off the table.
