That's a damn good idea. Word it so that the new term limits only apply to those who are newly elected after the bill is signed into law.

That way it's not a total shock to business as usual, but over time, all congress members will be term limited.

It can’t be ex post facto anyways, so it would probably have to go into effect at the next election and forward from there.

That, and that the limits are for consecutive terms and not lifetime bans - that would still create a lot of needed turnover.
