"Raytheon probably has to tread lightly around politically sensitive projects. They depend on the the good graces of the politicians in power for most of their business. The Board of Directors would smack down any corporate officer who pissed off one of the major political parties. The border wall is the most politically radioactive project in a long time."Plus, it may be that our southern wall isn't profitable enough for them. I would imagine there is far more competition building one here at home, and there are fewer costs they can mark up.

Very true. They (Raytheon) are a high margin business. Bonuses might be tied to return on capital, among other measures.
