I dont think that matters. For that to matter, I think it needs to sit as a bill on the presidents desk for ten days unsigned. When the needed funds need to be there in one day, theres nine more to go.
Not signing a one day before needed bill is like a veto, anyway.

Only 8% of the federal government will be affected. And since most federal employees are off for the next 4 days (and a large percentage will taking vacation days until Jan 2), we’ll see practically no change. The ones affected will have to stay home and watch porn instead of at work.
