I think this reads as though he is looking beyond the current 7 week CR and saying the Pelosi House will get nothing done without Trump-defined border security.
hypothesis: Trump signs the CR legislation in order to pick his own ground for the bigger fight.
He said “their” legislation and mentioned infrastructure, which is next year.
Democrats don’t care if nothing is signed. That is their plan.
Assuming there are 1m government workers, 250,000 will be out of work. That’s what I call balancing the budget.
I think they do care. A shutdown that reveals itself to be unexceptional means they lose a way to threaten Trump.

Trump tweets. That’s cute. Other presidents vetoed. Wake me up when Trump brings the Federal government to a standstill by vetoing appropriations bills. Then Congress will know he’s serious. And when Republicans override his veto and he names the specific individuals who did so in his tweets, and they go into hiding, then we’ll know he’s serious. Until then, it’s more kayfabe from Trump.

They’re yanking you around, as we say. Not giving you a solution. If they wanted $5 billion for some social justice program by this afternoon, they’d get it. But you get nothing but resistance.
So Mr. Trump. FIGHT BACK. Blockade all legislation until they choke on it and give you what you want. And don’t say “okay” the first time. Send it back with a snotty note.
Don’t TWEET about it. Just say “no”. Nothing moves until I get the wall!
