In an update to a March report, the US said China had failed to alter its "unreasonable" practices.
The US has, along with other countries, long criticised Beijing over its trade policies.
The move raises tensions ahead of a high-stakes leaders meeting this month.
US President Donald Trump and Chinese President Xi Jinping are due to meet on the sidelines of the G20 summit in Argentina. Their meeting will be closely watched for any progress on resolving the bitter trade dispute.
But the latest comments from the US could make negotiations more difficult.

More difficult for China to do anything but capitulate.
What’s overlooked is even with this China is doing TERRIBLE.
Their debt to GDP jumped tremendously in the past year and it is a trend that is expected to continue.
Their empty houses and even neighborhoods are scary looking.
Ghost towns are more like Ghost Cities with Skyscrapers but no one to occupy them.
Some with quite a few skyscrapers have weeds feet high across from them.
Looks like the after effects of chemical warfare attack.
Buildings all there, but no people.

IMHO, the latest comments are intentional to start setting the stage ahead of time. In other words, the negotiations have already started.
