I have been on my County's Vote Canvass Committee for a decade now, and been involved in counting absentee and military ballots for several elections. Having a bit of experience now and some intimate familiarity with Georgia election laws and procedures, there are no legitimate votes not already counted.
There are only two reasons for having extended polling hours (past 7:00pm EST) or uncounted ballots in this state past 11:59pm EST, and those two reasons are incompetence and fraud. Machine failures are nearly inexcusable, as they are only used at most a few weeks out of a year, and if a polling station opens late due to machine issues, it's due to incompetence from not taking the trouble to TEST THE MACHINES BEFORE THE POLLS OPEN! Very simple to accomplish. Other crap, such as can't find the keys, is more evidence of incompetence.
Turnout is not an excuse. In our county, we had a bit over 60% total turnout, with a rough 45% increase in the number of votes submitted over the 2016 election. Absentees and military accounted for about 4.5% of the vote total. All absentee and military were tabulated by 10:30pm with NO INCREASE IN STAFFING! We had a rejection rate of under 0.2% entirely due to absentees submitting ballots on the wrong form from a previous election.
Incompetence issues having been dealt with, any other cause of delay or extended polling hours is due to ATTEMPTED FRAUD. Interestingly, those counties with high absentee percentages and "high" rejection rates of absentee ballots are always the same urban, heavily Democrat counties every election. There are no legitimate votes to be "found" and counted.
Any Georgia county not opening and closing polls on time, and/or taking past midnight to complete the count should be immediately swarmed with agents from the Secretary of State and the GBI. Any county with absentee votes counting for more than 10% of the vote totals should also be investigated, especially since Early Voting has been implemented.
Incompetence or fraud, those are your choices in Georgia for delays of election results. Either case requires replacement of the leadership at the Election Commission, and investigation of the procedures used.

On a positive note, Georgia didn't do what Florida did, put a polling location behind locked gates in a private community and then bar area residents from getting in. That one requires state or federal investigation. Will anyone get fired, go to jail, or will it be forgotten to only get repeated in a couple of years?

The “how” is the voter used the wrong form that they had lying around and mailed it. “Why” is unknown.
Stand in line behind a typical DeKalb county voter at McDonalds. I’d say more incompetence than fraud at the polls, and more fraud than incompetence where the counting is done. They want to be wards of the state.

I stopped being a polling location manager here in Ohio. The reason was they sent me three voting machines of which one never worked in the 4 years I volunteered. In 2016, I voted early and the darn machine still didn’t work. The training we got was useless, and the democrat poll workers never showed up for the orientation meeting, and didn’t pull their weight on election day. Luckily we had three precincts at our location and thus 6 more voting machines. Once a democrat poll worker took her precincts machine cards home with her, and we had to track her down. Democrat poll workers are lazy and incompetent.
