In Michigan, a CPL holder may open carry in the premises you listed as long as said premises allow it. I’m never going to try it as I’ll most likely end up facing police and a DA who are not up to speed on the quirky parts of Michigan’s CPL regulations.

The best solution would have been for some of the trusted members of the congregation to be CCW holders, entrusted by the rabbi to serve as voluntary undercover security.

Carrying guns would be a violation of the Sabbath laws. Better to have non-Jewish armed guards, but it's not gonna happen.
