From what I picked up on several Fox Biz reports today, Rosenstein, when he was proposing the use of a wire, thought the WH staff (many holdovers in the WH) would all be behind his attempt to entrap the President.
He found out later that he was wrong...that the staff was behind POTUS.
According to this scenario, Rosenstein, finding himself way out on a limb and all alone, began to backtrack.
If this story is accurate (and it well may not be), Rosenstein has been exposed and will either be used as bait to hook bigger fish...or he will be permitted to retire.

Also clueless and panic stricken.
He says now there is no basis for the 25th Amendment, but he thought there was in March 2017.
Shows his judgement is too poor to remain at any senior position.
Make him go and testify this before Trump fires him !
