I assume he is protecting his military retirement check by resigning.

That’s entirely possible. Even being retired, he is still subject to the UCMJ, and he violated it, with his tirade. Maybe someone reminded him of that, so he thought he had better hit the road.

He is absolutely subject to UCMJ as long as he keeps cashing that check. Someone reminded him.

Yep. I'm sure his "resignation to spend more time with family" was actually him coming back to the office to find his personal effects boxed up, his boss saying, "I need your keycard, govt-issued laptop, and cell phone--NOW," and an envelope with his termination letter.

Q: What do you call 500 former general/flag officers being fired from their Washington jobs?
