I assume he is protecting his military retirement check by resigning. Thats entirely possible. Even being retired, he is still subject to the UCMJ, and he violated it, with his tirade. Maybe someone reminded him of that, so he thought he had better hit the road.

Yep. I'm sure his "resignation to spend more time with family" was actually him coming back to the office to find his personal effects boxed up, his boss saying, "I need your keycard, govt-issued laptop, and cell phone--NOW," and an envelope with his termination letter.
