48 inches (around 1,220 mm) of rain in the Appalachians would cause unprecedented flooding. If I were living in those mountains I'd hightail it out of there like right now. I'm sure both Norfolk Southern and CSX railroads have already activated their weather emergency contingencies now, pre-positioning maintenance of way (MOW) crews to start repairing tracks after the storm passes.
