You want some of your taxes to fund abortions? Check the box. If enough people check the box abortions are funded by them for the whole year, not by the people who think it's murder.
If not, only part of the year is funded. You think abortions are wonderful? YOU pay for them. If they are wonderful enough people will pay for them, out of their own taxes.
