President Trump is facing a test to his presidency unlike any faced by a modern American leader.
It’s not just that the special counsel looms large. Or that the country is bitterly divided over Mr. Trump’s leadership. Or even that his party might well lose the House to an opposition hellbent on his downfall.
The dilemma — which he does not fully grasp — is that many of the senior officials in his own administration are working diligently from within to frustrate parts of his agenda and his worst inclinations.

Either scenario is troubling.
In the first use-case, it's a cheap and tawdry trick designed to help boost sales of the equally-fake Woodward book.
Of course, as such, the natural instinct is to simply dismiss it out-of-hand. However, if this first use-case is the actual scenario, then this, along with the Woodward book, appears to be designed to drive a wedge into the Trump Administration…to erode trust within the White House (after all, if you worked in the White House and didn't know 150*106% that it was totally fake, you might start to suspect your co-workers…) In other words, black propaganda designed to destroy the morale of "the enemy."
That represents a significant increase in sophistication from their attacks of the past.
In the second use-case, it is even more troubling as it represents a continuing threat from the "deep state" that continues even within the EOP (Executive Office of the President) to this day (almost 1/2 way in his first term of office).
Obviously, if the scenario represented by this second use-case is correct, then a full-on mole hunt is necessary to root out the "resistance" within the EOP.
Herein lies the problem: if a full-on mole hunt occurs and this is nothing but black propaganda (the first use-case), then that mole hunt is a morale killer.
Third possibility it is Rod Rosenstein or some other holdover that is lower level but thinks they are high level.

If someone has genuinely wrote this from within the administration (and I do think this is likely Fake News) that person should be tried for treason against the Republic.
There is no punishment too severe for such a traitor.

If true, a specialist in Forensic Linguistics should be able to pinpoint the writer by comparing the doc to docs by White House senior officials. It’s pretty much what nailed the Unabomber. His brother recognized the written style. He brought it to the police. One cop worked with a specialist to make the case.
