There’s another option. Most of Iran’s oil comes from the Akhwazi province. The population there are Arabs, and terribly oppressed and mistreated by Iran. Support Arab and Balluchi insurgencies. Recognize Akhwazistan as an independent country, and do the same for Balluchistan and Iranian Kurds. Iran will either be racked by civil war, trying to regain control of the oil fields, or have to live without the oil revenues. Better than sanctions, and on the side of justice for other eastern minorities.
There is a third option, but the folks downwind are not going like it.
