A significant number of Deep-Staters, especially appointees and elected officials but also bureaucrats they direct, KNOW they have committed prosecutable crimes. Furthermore these crimes were committed with the idea that they would NEVER be prosecuted, because Deep-Staters would be the ones who decide what to prosecute.
So now an honest man has access to all sorts of evidence left behind without a thought; and he is just letting the Deep-Staters twist slowly in the wind.
