The United States "will respond to any verified chemical weapons use in Idlib or elsewhere in Syria ... in a swift and appropriate manner," State Department spokeswoman Heather Nauert told reporters in Washington. Russia telegraphed another Syrian intention to use chemical weapon a few days ago because of their plan to go after rebel units in Idlib. They use chemical weapons to try to scare the remaining rebels into quitting.

They’re winning. Against groups that we are supporting.
The only use that makes logical sense of a WMD is for “our guys” to use it and make it look like the Russians did.
Our terrorists are nearly dead. So, obviously we’d pop off some chems so we can airstrike Assad’s positions...after blaming it on Assad or the Russians.
The Russians were warning of a false flag, by our side.
Blaming it on them.

I don't recall training for doing anything like that as a combat engineer in the Army National Guard. But maybe you're right. We should put that to the test by walling off California, moving our military forces there to other states and letting Russian troops do whatever they want there for a while. ...kind of a redo of East Germany at the end of World War 2, to see if it would be any more instructive the second time around. ;-)
