You mean marital? That's what some people in the Trump Administration and conservative members of Congress have been working on besides ending the diversity lottery and other things. Nuclear family only for those who marry Americans--not extended family. Looks fair and practical to me.
But the Democrats in Congress have refused to even negotiate about it so far.

We already have marital law. If the couple marries in another country which recognizes the marriage, the spouse who is an American citizen can bring the other here.
