A review of publicly available information causes a reasonable person to wonder whether Bruce Ohr broke the law by promoting his wifes anti-Trump research to the FBI when he was working at the Justice Department.
The law prohibits public officials from involvement in matters in which their spouse has a financial interest. The question is, Did Ohr personally and substantially participate in a particular matter in which his spouse had a financial interest while he was employed by the Justice Department as the assistant attorney general? ***

Fusion GPS co-founder Glenn Simpson disclosed in a sworn declaration that Fusion GPS paid Ohrs wife, Nellie Ohr, a Russia expert, to help research and analyze potential opposition research on Trump.

But the most important realization about the law that I can impart is: The law does not enforce itself.
In a civil suit against another party, for amounts greater than what is covered within small claims limits, typically $5K to $7.5K, if you are plaintiff, the suing party, you will need to come up with $20K-$60K to get your lawsuit reasonably started.
After that, you can alternatively sit with a pile of $100 bills and just start setting them on fire.
Enormous numbers of these level suits are essentially forced into arbitration after the parties are simply financially exhausted.
Criminal cases are different. There, the state is the plaintiff and is assumed to be infinitely funded.
