The real reason for Chicago’s crime wave is because Chicago is a Progressive Ghetto. Whether it be Baltimore, NYC, SF, Houston, LA, Portland, Seattle, etc. “Progressive” of Progressive Ghetto is the keyword.
First we obliterate the family through welfare, allowing the vacuum to be filled by gangs.
Then we de-emphasize education and the virtue of having a job.
Then we allow justice to be subverted through liberal sentencing policies.
And finally, we vilify the police, effectively making THEM the problem.

Lansing, Michigan had one Prosecutor in that office deputized as a Federal Prosecutor. He would handle gun cases in the Federal system instead of under state law. Almost all gun crimes were prosecuted Federally then including using a firearm in the commission of a crime.
Federal penalties for gun crimes are much, much harsher that state law penalties.
Criminals didn’t like that at all.
One prosecutor could hand let the Lansing cases.
Obviously Chicago isn’t the same size as Lansing, but Chicago should do the same thing with deputizing Cook County Prosecutors as US Attorneys for gun crimes

That misses the elephant in the room. The murder rate of a city is dependent on the % black population in that city. Blacks seem to be killing blacks in many other cities at a similar rate. From city-data with the % black pop in ().
In 2016, Chicago (29%) had a murder rate of 28/100,000. The rate for Baltimore (62%) was 51/100,000, and E St Louis (95%) was 100/100,000,
The bureaucratic minutiae required by the ACLU & BLM means the police won’t care anymore either. They will completely pull out of the south side and west side neighborhoods and let the locals sort out their problems on their own. It’s already happened in Baltimore.

The street gangs are the new rat ACORN organization. Rats will do nothing to impede them.
We have “Project Exile” here in Richmond, VA (such as it is). Simply stated, “if you get caught with an illegal gun, you went to federal prison for 5 years, this included people who were legally prohibited from owning a gun. The murder rate went down 40% in the first year. Over the last several years federal prosecutors essentially stopped accepting “Exile” cases, effectively neutering the program. The murder rate has been on the increase since that time.
No one "snitches" on them. That's right. The residents of the 'hood hate the police more than they fear the gang-bangers so even though those who live in these murder plagued neighborhoods know who's doing all the shooting, they don't cooperate with the police, period.
They then turn around and blame the police for never solving the crimes that happen in their neighborhoods.
The CPD is in a no-win situation and I don't know why the CPD doesn't simply resign in mass and let the city go into complete chaos.
Lord knows Chicago deserves it (and I say that as someone who lives outside Chicago and has commuted into the city for the better part of the last 30 years to work.)
Is Rahm Emmanuel to blame for this mess? No. Did he make it worse? Yes. Every time he kneels down before BLM and the ACLU ceding to their demands he makes it worse however make no mistake - this problem lies squarely within the crime-riddled neighborhoods themselves and those who live there.
No cooperation with the police means more and more crime by gang-banging thugs who have no fear of any consequences for their actions.

In other words; this is what happens to any given leftist run city. Detroit, Baltimore, Portland, Seattle, SanFran, L.A., DC, Oakland, Austin, do I need to go on. They are all horrible places to live where the criminal element is basically allowed to run free and commit mayhem as desired. The leftist infection thrives and multiplies in that environment.
