That misses the elephant in the room. The murder rate of a city is dependent on the % black population in that city. Blacks seem to be killing blacks in many other cities at a similar rate. From city-data with the % black pop in ().

The horrific rate of black crime on blacks directly corresponds with Lyndon Bains Johnsons’s Great Society. The welfare benefits for unwed mothers made a stable husband no longer necessary and in fact encouraged out of wedlock births. A husband at home decreased welfare benefits. This destroyed black families and also is destroying non black families today.
It is obscene policy.
