Balderson won in Licking County (almost as large as Delaware, county seat is Newark) by over 8,500 votes, 60.5% of the vote. If he can get 60.5% of the vote in the remaining 121 precincts, he wins.

It depends what is out in Delaware... but I do think Balderson like others have said has got to be thought of as more likely to win than O'Connor... though far from assured.
