I'm guessing these are not particularly skilled shooters. Experienced perhaps, but likely the kind of experience that reinforces bad habits. I'm guessing the typical hood rat is using a stolen firearm and their choice of ammo is probably whatever they can get their hands on so if pressed, I would have to wager a good number of the shootings are done w/ FMJ bullets which tend to be less lethal than higher priced expanding/frangible projectiles. Couple that with the fact that Chicago EMS and trauma personnel are probably some of the most experienced in the nation, probably accounts for the lower overall shot to killed ratio.
