The only exception that I could see to allow a guy to keep his clearance is if he was a analyst of rare standing. Say a guy who knew Russian submarine operations, or a guy who was a PhD type over some science technology.
Beyond that...no, it ought to be a simple 10-minute debriefing on the last day...hand over your badges, and walk out. I wouldn’t even allow Presidents to carry a clearance out the front door.
