That wasn’t true when I was in, about 10-14% of all the senior officers and senior chiefs were latino.

Stop right there. My friends at JPL tell me that the place became politically correct around 2008. Obama sent mediocre people to tell the JPS scientists what to do. Some of the brightest left and many of the dimmest stay at JPL. “Manager at JPL” means politically placed by Obama. The focus away from quality is sad.
