I’m betting those health care workers got exactly ZERO benefit from suddenly being in a union. That was just a way to divert funds into an entity that would then divert it to the nearest Democratic politician.
In Michigan the State allowed the SEIU to declare personal home healthcare workers as members and then the State withheld union dues, then paid to SEIU, from the medicaid payments to those workers. Sometime around 2012 Michigan passed a law ending those payments and declaring those healthcare givers as non-union.
I did not know that in 2014 the Obama administration officially allowed states to withhold union dues. I know that Michigan can't as it went to their state Supreme Court but it surly was tacit permission for other states to do so.
