Nowhere else that I know of, but with so-called “hate crimes”, are motivs considerred additional crimes all by themselves. In the antifa case, the defendant is being charged in essence with attempting to hided their identity duringt the commission of acts for which they could be charged with a violation of the law. To ease passage of the law, they could be sure the language was “incident neutral” and would include “masked robbers” and “masked attackers” of any kind. That would free it, politically, from being denied passage as mere “politically motivated”.
