They do. I have friends in LAPD. Even when they go on break to Starbucks, Coffee bean or go donut-hunting, the cam is always on.
I think white people are less defiant toward authority, over all, I really do. A lot of black males seem to think they have something to prove, and it just ends really badly when you try that with a cop.

This is patently obvious and it would be known as such if we had an honest media instead of the lying Democratic Party propaganda wing they are. It probably has more to do with poverty than race, more to do with fatherless families and a culture that despises education. But the net result is the same. It is not that minorities are just caught more often than whites, but that they offend more often than whites.
I wish I could wave a magic wand and stop it. For the life of me, I can’t think of a solution. I’m not alone. Nobody has a solution. The only fact is that Democratic Party policies toward minorities is holding them in poverty without a chance to escape. They need Hispanics and blacks to be on the Democrat Plantation. So while I don’t know a fix, I know a big part of the cause.
