Large city in middle America? Of course it’s a target. Granted, it’s not SanFran or NYC, but it would have an impact.
Maybe they thought that it was an easy target.

Any place you can kill 10, 20, 50 people at one time is a high value target for terrorists. Their goal isn’t to cripple US infrastructure, it’s to destabilize and cause terror. In today’s political that’ll lead to even more infighting.
Personally, Cleveland looks like a perfect target to me, as well as any mid to small city that doesn’t have the resources that a NYC, LA, or DC have.
