Vice President Mike Pence demanded that Central American nations do more to stem illicit immigration, charging that few asylum seekers from the region had legitimate claims to safe haven in the United States.
This exodus must end, Pence told a meeting of leaders here Thursday from Guatemala, El Salvador and Honduras which make up the so-called Northern Triangle that produces much of the illegal migration traffic to the U.S.-Mexico border. {snip}

The next step is sending Marines to take over Guatamala and Hondouras to close the borders . Governments can then be implemented to maintain their border control
There is lots of precedents for Marines in Central America. The current need is to insure National Security that ends the illegal alien invasion.
The invaders are not migrants but rather criminal aliens. No word games to rationalize the criminality can be permitted.
Marines to Guatamala immediately after the election....... must be done.

Corporations are like spoiled children. If mommy won’t give them what they want now, they go to daddy. From the politician’s point of view, if they don’t give the corporation what it wants...now...the corporation will back a challenger in the next primary.
And, the politicians in foreign counties can’t cut the flow of illegals to the US for several reasons. It would make them very unpopular as the one good thing about being a citizen of Mexico or Guatemala is you can send family members to the US to get on welfare, obtain real paying jobs and they can send enough money home to support an entire extended family in fine style. That money is the backbone of many of those Latin American countries and any politician who does something to break that backbone will either be voted out or assassinated.
When the United States asks a foreign government to do something, it needs to evaluate why the foreign government is not doing that thing already. The answer in this case is the foreign government is keeping itself fed and stable by exporting people who then send back huge amounts of money. For them, it’s a win/win. US “aid” (sorry, I have to put “aid” in quotes as it isn’t really aid.) is just gravy. They can survive without gravy but not without the money sent back by their exported workers.
If you are looking for a lever, “aid” isn’t it. I don’t know what the answer is because the poorest American is better off than even the middle class in many of these sh*t-holes. There are several things that would slow down this disaster. One is taxing or not even allowing money to be sent out of the country. Many countries do not allow people to send their currency abroad without strict controls. Another thing would be to make giving welfare to illegals in the US a crime. States give out welfare because they have huge organizations dedicated to doing just that. Stopping welfare payments would mean laying off large numbers of welfare staff, all of whom vote. Another thing that would stop illegals from coming here is to start jailing people who employ them.
I don’t see any of these things happening unless something unexpected happens, like the necessity to closing the border because there are plagues in Mexico or some such. But, even when there was a possibility of bringing Ebola to the US, Obama allowed known infected people in. Also, people lied, knowing they were infected, so they could get free medical care in the US.
Hmmm...... Foreign Nationals.

Oh, yeah. They get a free helicopter, worth four million. They can sell it for two million as they have no investment in it. That’s true for every item sent over. Even just crates of food almost never get to their intended recipients. They get intercepted and sold. Aid, welfare, etc. are total wastes of time and money. The cops in Mexico that I witnessed shaking down Americans (”Give me $50 or I arrest you) are very expensively equipped with American uniforms, guns, radios, etc. They were nothing more than thugs.
Heres the Lurker Plan:
Tax ALL remittances out of the US at 30%. That will pay for The Wall in less than 10 years.
Enforce E-Verify across the board and without exceptions. Make it mandatory for all businesses.
Hiring illegal labor is a crime. Make some very, very high profile arrests and prosecutions. Put a few look the other way HR and corporate executives in prison just to set some examples.
Issue an Executive Order to the IRS and Social Security to share information regarding fraudulent use of Social Security numbers with relevant law enforcement agencies including ICE.
Remove ANY form of Welfare from any immigrant, legal or illegal. Period. Nothing but absolute Emergency Medical care is to be given. And that is to be followed by a speedy deportation once the subject is healthy enough to travel. Then bill that government for the costs.
Re-litigate any and all 14th Amendment decisions that concern birthright citizenship of those in the country illegally. End the anchor baby crap once and for all.
Thatd be a pretty good start.

So, what's your solution? Invade them? Screw their economies even more and exert even more pressure for people to make an exodus from them?
There's a lot of "real hard core" folks here who make blanket statements but I seem to have missed any workable/viable ideas of how to make their wishes come true.
That’s all Progressives and the Left want to do. They want the rich and powerful, as long as it’s them, and they want serfs to do exactly what you pointed out and have us scrounging for scraps.
As for the ID cards, make them present some type of ID. audits on all transactions. Once they start paying 50% or more, they won’t be using any of them anyway. Someone brought up that they’d figure out a way over the internet. Well, they’d have to establish an account somewhere, first. Second, some hacker would hack in and take everything.

I couldn’t agree more. But the problem for politicians who tried to implement your very sensible suggestions would make the current separating children at the border brouhaha look mild. The entire country would be stirred into a boil by the liberals and the media. It doesn’t matter that these things are good, they can be made to look bad. (Somebody recently said, “If Trump walked on water the press would say he did it because he doesn’t know how to swim.) However, a pareto chart of policy effectiveness would probably say that stopping money leaving the country without some record that it was legitimate and taxed would probably stop 60% of the illegals. Also, people sending money that could be seized should be arrested until they can prove they are here legitimately. The other items on your list could be accomplished slowly and over time, but not all at once and not when there’s an election coming up anytime soon. (By the way, if you run for office, I’ll support you.)
It’s a start, anyway. That’s the first time in my memory that I’ve seen anyone in the US leadership to tell these countries to do something about this. There’s got to be some things really wrong with these countries if they have so many refugees fleeing to the US (maybe fleeing from the law, from the looks of some of them). How come there is no pressure on them? No spot light is on their “human rights” abuses. Only on the US if they are denied entry.

That was just in the last few weeks. This visit by VP Pence may be the equivalent of Obama going there in 2013 to explain the new DACA open door - VP Pence is notifying them of the closing of the amnesty door. That will likely make a real impact on them.
More changes may be in the works as well, and it is professional courtesy to keep allies informed of significant issues that will affect them.
