Maybe it was Spanish?..................
It’s what is called a “macaronic phrase,” meaning it mixes a couple of languages.
“Viva” is the subjunctive of the Spanish verb vivir, and it means, in this case “Long Live [the whatever or whoever]”. I think he was trying for “Resistance” in French, but of course he didn’t spell it correctly (he left out the accent) and got the gender wrong, so that one didn’t work! Then again, maybe he doesn’t even know the difference.
But we all know what he meant, and it is seriously disturbing that he got away with this.
