You're right, that version you posted by The Byrds is a good one. (I saw a Dylan version out there on youtube, but it was from "The Basement Tapes" bootlegs, and the sound quality wasn't the greatest.)
Thanks for posting the lyrics. It does sound like he was addressing that song to Hillary today, doesn't it? :-)
