The doj IG can’t investigate Brennan, the CIA, Clapper, the State Department, Fusion GPS, etc.
It was a purposeful sabotage move by Rosensessions, to head off further calls for a new Special Counsel. Which is what we need.
Offers of immunity cannot be made unilaterally by any prosecutor. They must be approved by his unit and by the Criminal Division. In the case of this Special Counsel, review and approval would come from the Criminal Division and from DAG Rosenstein.
