He’s always known this. But he WILL indict people as close to him as he can, including family members if possible. Then he will dramatically release findings “discovering” Trump’s “crimes” and magnanimously say he leaves it to Congress to use their impeachment power.

They can and should indict Clinton, however, for abusing her power in government to frame a rival political candidate. But they won’t of course. She’s above the law now.

As a consequence ... if you can’t indict him then you can’t have a secret spy operation on him either.

If you can’t point to an actual crime you cannot subpoena him either.

At this point I’d almost like to see action taken against Trump. It would be good to see what Trump’s supporters/America’s patriots would do. Maybe we’re not worth saving.
