So now Mueller is sitting there with his d!ck in his hand and nothing but a bunch of half-assed and/or botched prosecutions to show for all his efforts.

Rosenstein also remains in place. And it's been argued that he has two purposes.

With each passing day without any indictments, argument two looks more plausible.
Mueller’s only purpose was to get fired by Trump ... so Trump could be charged with obstruction of justice for derailing the investigation.

And Trump/Sessions were careful to put two compromised people in charge — Rosenstein and Mueller — so they could be later discredited/indicted as complicit in the conspiracy.
