Once two are found, it becomes a Federal issue.
Once the third is found, they have to call in the Yard.

19 shoes with feet in them - 14 in Canada and 5 in Washington. The shoes with feet in them are detached from the body due to decomposition. The shoes act as a flotation device that keeps it from sinking.
Most of these are due to suicides or drowning. Interesting that footware with feet in them have been washing up in the areas for over 130 years. The first one was found in 1887, and the location where it was found is called Leg-In-Boot Square.
