Connecticuts legislature has passed a bill that would give the states Electoral College votes to the presidential candidate who wins the popular vote nationally.
The state Senate voted 21-14 on Saturday to join the National Popular Vote Interstate Compact, which includes 10 states and the District of Columbia. The state House passed the measure last week, 77 to 73.
The compact requires its members to cast their Electoral College ballots for the presidential candidate who wins the national popular vote. The agreement goes into effect once states representing at least 270 electoral votes the number needed for a candidate to win the presidency signs the compact.
Connecticut Gov. Dannel Malloy (D) has promised to sign the legislation committing his state to the interstate agreement. Once he does so, the compact will have 172 electoral votes. California, Hawaii, Illinois, Massachusetts, Maryland, New Jersey, New York, Rhode Island, Vermont, Washington and the District of Columbia have already signed the accord.

Wait, states can overrule their voters AFTER an election is over? Is this even legal? What Constitutional basis allows them to wait until Hilary loses the electoral vote but wins the popular vote, and then retroactively swiches those electoral votes to overturn A duly elected Donald Trump?

They’re not changing the Constitution. The Constitution already said states can choose any method they want to choose their electors. They don’t even need to have a vote at all, they could let the governor or state legislature distribute them.

I’d be ticked off if I were a Dem in Connecticut. Connecticut always votes Democrat. In a close race electorally, if the Republicans wins the popular vote, this could result in the Republican candidate edging out the Democratic one.
It was already changed once by the 12th Amendment. The Constitution gives the authority to the state legislatures as to how to create electors. I read an analysis some time ago and it seems the Constitution gives the State Legislature the right to do this. These are Connecticut’s electors and they can do with them what they want. I think it totally stupid to do what they did but so be it, it is up to the people of Connecticut to remedy this. I doubt anything will happen since the electorate in Connecticut is like a twin of that in California.
This law just made it far more possible for a Republican to take Connecticut's electoral votes.
Looking forward to the Supreme Court turning this one down.
