State audit finds Davenport schools overidentify students of color for special ed programs

DAVENPORT, Iowa — An Iowa state audit of Davenport’s special education program has found the district in “systemic non-compliance” with several parts of the federal law that governs the education of students with disabilities.

The Iowa Department of Education told the district to work with a national expert to deal with a disproportionate number of students of color identified for special education services, as well as a disproportionate number of minority special education students subjected to disciplinary actions.

So giving TOO MUCH help to the POCs is a bad thing now? It seems like just yesterday the POCs were screaming that they don’t get enough attention, enough help to overcome all the things whitey does to hold them down.

It’s hard to keep POC grievances straight day by day.

Meanwhile, a disproportionate numbers of criminals are being placed in jail and a disproportionate number of people with low IQs are being identified as persons with low intelligence.

It also found two rooms used for physical confinement had chicken wire installed to cover the ceilings, a violation. Pace-Tracy said students had been breaking out fluorescent lighting and that’s why the chicken wire was put into place. She said that would be dealt with.

Wow, who knew that the 10 gazillion pages of regulations had a page dedicated to the appropriate techniques to cover fluorescent light fixtures? Is there ANY aspect of modern life that government doesn't regulate?

I doubt the reg dealt with covering for the lights. Most likely it was about not having a material that in their minds could create a hazard to the student or others. In a world where a pop tart is a dangerous weapon can you imagine what an untwisted piece of chicken wire would be? Also under the fire and life safety codes there are regs about just every material that goes on the walls and ceilings of schools.

Interesting. The problem isn’t that the little darlings were deliberately breaking the fluorescent lights (aren’t there dangerous materials inside the tubes), but that the school was thwarting their activities.

Damned if you do, damned if you don’t.

The superintendent has been over spending the money. I am not sure if he is trying to replace funds, embezzling, stupid, or all three.

There is a reason that Davenport has a thriving private school market. We get hounded at least monthly for “robbing the district” of funding by sending our kids to a Lutheran School. They send flyers to other parents telling them to “confront” people who home school.

Davenport is pretty messed up. Which is why we might have to move to another district even though I like my house.

Follow the Money....districts get gobs and gobs of $$$ for special education students. We knew someone who worked with SE kids, and he said, they got $6000 per month per student, and this was several years ago.

The whole "disproportionate" scheme is just stupid. You deal with the facts on the ground, not some idealistic norm. If a kid is misbehaving, punish the behavior. Color isn't a mitigating factor. Behavior is the measure. As for POC being identified as "special needs", that is probably not an overstatement. If some extra attention provides the necessary support to turn a failure to success, then do it. A dropout of any color is a drain on society. There is a cultural restraint to overcome as well.

Public schools have been co-opted by the NEA and federal government education department. Putting your kids in private schools is the only certain way to get them educated instead of indoctrinated. Robbing the distract? BS! They get paid in proportion to the number of students they must provide service. Direct proportion. Fewer students means less requirement for money. The district may be overstaffed. Cut the fat. Staff only what is required for those actually attending.

My bride is a public school teacher (reverse Gramsci!), and you are correct. Heck a good number of the students come from families of public school teachers.

The district however is screaming for money and views every child not enrolled as a personal attack to their bottom line.
