I say 10 years. After that, the female can be sued for defamation. So given a 4-yr-old + 10 = 14 years old. A 14-y-o knows what happened and is well beyond the age to understand right from wrong. Given all the satanic pedophiles, this should catch those devils as well.
Bad parallel. Monica was young and dumb, but over 21 and consenting, including her arrogance in knowing that Clinton was married and his wife was footsteps away at any time.
By contrast, Cosby's accuser (this one) was an employee of the university of which Cosby is a trustee and donor, and his invitation to her to visit his home to discuss the sports program or whatever may have seemed legitimate.
Clinton did not drug and penetrate Monica. Cosby is accused of drugging and raping this victim, and doing the same to many other women to whom he enticed with offers to help with their careers, set them up with contacts or agents, have them read scripts, etc, and then drugged and raped them when he got them alone in a room or a car. One girl was very young and he groomed her over time in the way Michael Jackson was said to have done with his child victims, by currying favor with her mother.
He was accused by many of the alleged victims of asking if they wanted something to drink, (even soda, not necessarily liquor), and placing the drug in the drink without the women’s knowlege. Once his victims passed out from the drug, he raped them. Allegedly.
In fact, that's the way it now is. I cut the cable years ago, haven't watched tv for months, and listen to classical music or Christian pops on the radio. I read FR, and I go to movies that I have checked out for content, maybe twice a year. I'm not suffering from it at all; in fact, life is much better.
I’m glad you can find stuff to like in this day and age, it can be pretty hard sometimes to find something without over the top swearing, sleazy sex content, slasher-level violence and/or insane CGI FX.
Surely your mother must have said to you at some point, "I don't care if everyone else is doing it. You are not going to do it, and that's just the way it is in OUR family."
This case has the misfortune of being one of the first ones in a trend of women actually bringing charges against a greatly more powerful man and being believed enough for charges to be prosecuted. Yes, I know there are false accusations. But there are also, as you point out, many who get away with it and ruin women's careers and emotional health. So we can't have it both ways. Either stealthily drugging and raping a non-consenting person is a crime punishable by law, or it isn't.
Come on, the skin color of the prosecutor doesn’t matter, it’s the skin color of the perp that matters. The IDEOLOGY of the prosecutor and all those who released the blood hounds on Cosby is what matters, and while I can’t prove they’re hard core Leftist’s, I’m sure they are.
I stand by my assertion that the reason all those things were ‘suddenly’ ‘discovered’ so soon after Cosby begin his escape from the Liberal Plantation, is because they couldn’t have someone with such a high profile and such an enormous following making it away free and clear. More might follow.
Cosby’s charges against absentee Black fathers marked the beginning of the end for him. The #MeToo movement was just a lucky break for the the Plantation owners.

I agree; Tyson’s accuser went to his hotel room at 1:00 in the morning and then claimed rape? Whereas the other woman was someone Wm Kennedy Smith met at a bar and grill place; he asked if she would like to come to see the famous Hyannis Port compound and meet his uncle, Ted Kennedy, so she went perhaps naively, but apparently not thinking it was all a lie and he was about to rape her violently. He took her ostensibly for a walk on their private beach and tackled her and threw her down on the sand.

How is explaining the motive behind those who are exposing Cosby's deeds a defense of him?

Evidence? The evidence is that following the trail I’ve laid out is much more in line with Leftist methods than the theory that this was being done to ‘protect the women’.
