Certainly there has been a bit of plundering but the biggest problem is the States and made incredibly lavish pension promises (in return for votes and kickbacks in the way of campaign contributions) and never came close to funding those promises, always kicking the can down the road. They also made assumptions on the rate of return they were going to get on the funding they did provide which were vastly inflated. Well, the people are beginning to retire now, the bill is due and there's nowhere near enough money in the coffers to pay up. And their won't be.

It's no wonder that those trapped in the worst sections of Chicago have no love for America, and such hatred toward the world in general.
Stories like this make me despise Rahm Emmanuel even more than I thought possible.

He spent more money fighting the case than his his car was worth. Most people wouldn’t do it.

When the "ability to pay" colors the decision about whether a law was broken, you have an incentive for corruption to maximize revenue. Equality before the law and justice no longer have a part in the decision process.
