The death penalty would have been the right response. Short of that, they should all be locked up forever. When the justice system fails, we need to remember where government gets its just powers. When the courts fail to use those powers, it is the people’s responsibility to provide justice in other ways.
There’s a term for this crap. It’s called: CRIMINAL JUSTICE REFORM.

I heard about this, man, there was nothing like this back in the early ‘90s when I lived in that area...not withstanding, not really seeing the whole town/city but it is surprising.

Gee I’m sorry I attacked you and possibly relieved you of the capability of having a family and possibly a normal life down the road. And to prove his absolute stupidity that should have kept him off the street, rape is not age or gender related. It is a violent crime with the assailant using a part of his body rather than a gun or knife to satisfy his need to dominate another human.
They need to be coerced into violation of their probation and put in jail for life. This is not a crime for monetary gain. It is a crime for satisfaction based upon personal mental needs and not physical worth. And these people are never healed and will repeat as over 60% of them are rearrested within 5 years for this crime.
And the funny thing about it is that the prisoners in jail will take care of them. They may be criminals, some really bad characters, but many have families and don’t care if they get busted again.
