District of Columbia law bans handgun possession by making it a crime to carry an unregistered firearm and prohibiting the registration of handguns; provides separately that no person may carry an unlicensed handgun, but authorizes the police chief to issue 1-year licenses; and requires residents to keep lawfully owned firearms unloaded and disassembled or bound by a trigger lock or similar device.

The very same ruling in Heller should be the basis for eliminating the notion of the National Guard being the militia. The Anti-Federalist fear of a standing Army or select militia has come to pass and though would be a difficult thing to enact, could conceivably be used to suppress the population.

So, I looked up the requirements for a pistol permit in Onondaga County:
1. 4 character references
2. Safety course, to be repeated every three years, so you have to renew every three years
3. Fingerprints, photograph, identification
4. Sportsman, on premises, or concealed carry, restriction.
5. A statement saying how you will secure the pistol when not in use.

Now I just wanted to join a pistol club. My question is is it a violation of the 2nd amendment if they make it too much of a PITA to legally posess a firearm.

If you want to buy a pistol in Minnesota you can fill out one of these each year.

If you want to buy a pistol in WEST Virginia, you fill out one of these. Once.

Not sure where that is in the Constitution, BTW.

Move to Gwinnett County GA. Pay $85 get finger printed and a background check at the courthouse. Two weeks later you get your CC permit. No muss no fuss.

The answer depends on who you ask. The federal courts uphold onerous restrictions, see Heller II.

See too the rank dishonesty used by federal courts in reading the Miller case.

The courts are on the side of the government, not on the side of the people.
