The USSC has already ruled that a law creating a line item veto violates the Constitution. It would need to be an amendment.
Or promise the members of congress they will receive the same pension and benefits that our original members of congress received.

The line item veto is probably the quickest to implement and most useful, as I believe it can be implemented by statute. Term limits would probably take a Constitutional Amendment.
And I would qualify the ending of federal government pensions to elective (and possibly appointive) positions. Leave them in place for the civil service positions.
Also, the USSC ruled that States cannot impose term limits. It would have to be done by the US Congress. HA! Fat chance.

There will never be national term limits nor a line item veto as long as politicians can make their own laws.
It’ll never happen. The filibuster will prevent anything from changing, and the GOP will never win 60 seats because they never deliver. I’m not even sure a line item veto is constitutional or just statutorily restricted.
Really, probably our only hope is whenever the Democrats own Congress and the WH again, they nuke the rest of the filibuster to pass to pass cap and trade or a gun ban or something. Then we’ll have a lower bar when and if we’re ever in power again.

People want to throw the bums out, but they always want to keep their own bums, especially the bums that have been in office for decades, because they have built up power that the people believe can be used for advantage to their own state in the form of pork.

Each one of us is suppose to receive equal representation. However, because of the committee system that both houses have established the congesscritters with more seniority end up being more equal than others.
This leads to voters continuing to reelect doddering fools and unethical criminals again and again. Seniority = Better Committee Assignments = More money going back to the states and districts represented by these felons.
Voters either can vote their conscience or vote for the scumbag most likely to bring pork and jobs back to them.
If we forced congress to reorganize so that all congresscritters had the same authority, then voters wouldn't have to make this Hobson's choice. Term limits would happen automatically as swamp critters would no longer be reelected automatically.
I hope you realize that both of your proposals require amending the Constitution.
