I can’t imagine any jurisdiction would allow the construction of a bridge over a public roadway without a licensed engineer signing off on the design.

A licensed engineer probably did sign-off on the design.

A soon-to-be-formerly-licensed engineer.

Actually as a board certified safety engineer, I cannot understand not closing the roadway during the bridge installation and testing.

I have no doubt that the hazard analysis part of the task was limited or left out entirely.
