The “War on Terror” has evolved into the “War with Terror”.
He does not need to apologize. He has strong feelings, well found feelings about her being unfit to serve in the position.
He would have to apologize if he felt as he does and did not say anything, or said it in less than direct terms.
Either way, we need some fresh blood in the mix. The statescraft (and I use the term very loosely) of the Bush-Clinton-Bush-Obama years has not been working out well for us.

No, it doesn’t shock me. Rand Paul is consistent and passionate about his abhorrence of global warmongering, whomever the President is. What’s a shame is that he messed up the primary campaign by being anti-Trump. RP should’ve instead listened to why people were supporting DJT. RP’s posture made him seem like part of the establishment.

I wish some of these so called republicans would go after democrats like they do republicans. They pretty much gave obama a pass for eight years.
First of all, Senator Paul was given false information and went Public with it. It makes him look foolish.
Secondly, Waterboarding was considered an enhanced Interrogation tool that was used very selectively, not Torture. I’m surprised that some FReepers sound like Democrats in this regard.
Waterboarding does not cause any temporary or permanent physical harm. It isn’t pleasant, yet certain segments of our own Military are exposed to it as part of their Training so they know what to expect if Captured.
Just my $.02, your Mileage may vary...
