He never cared about the mliitary enough to get involved except trade one a@@hole for 5 murderers.
Did some more reading - sounds like they are trying to standardize sentencing (which honestly was all over the place for the same charges depending on the trial) and improve public availability of trials once completed. Those are some of what I read anyway.
