Illustrating how government hides information from the American public, former Attorney General Loretta Lynch used a fake name to conduct official Department of Justice (DOJ) business in agency emails obtained by Judicial Watch. As the nation’s chief law enforcement officer Lynch, Barack Obama’s second attorney general, skirted public-records laws by using the alias Elizabeth Carlisle in emails she sent from her official DOJ account. In the records provided to Judicial Watch, the DOJ explains it as necessary to “protect her security and privacy and enable her to conduct Department business efficiently via email.”
This begs the question of how many other government officials use fake names and whether those aliases are searched when agencies process Freedom of Information Act (FOIA) requests. Besides Lynch, we have only discovered the use of such aliases among government operatives to conduct official business at the Environmental Protection Agency (EPA). Obama’s EPA administrator, Lisa Jackson, famously used the alias Richard Windsor in a government email account to conduct official business and communicate with staff. Jackson even took required EPA computer training under the fake identity with the handle Windsor.Richard@epa.gov. She eventually resigned over the scandal, which brought to light the agency’s violations of federal open-records laws.
In Lynch’s case, Judicial Watch requested the records as part of an investigation into the Obama administration’s involvement in a United Nation’s international law enforcement coalition called Strong Cities Network (SCN). The purported mission of the global coalition was to build social cohesion and community resilience to counter violent extremism. The DOJ masterminded the agreement and Americans found out about the U.S.’s participation when Lynch announced it during a U.N. speech on September 29, 2015. ...

When Bill Clinton took office they installed a completely independent computer system to avoid scrutiny. The big deal about Hillary's private server was not that she had classified document on it but that she used it to conduct her illegal empire.
I believe that Obama also used an alias when communicating with Hillary via her private server.

Top federal officials using email aliases is not illegal or new, considering others in the former Obama administration also used them, arguing security concerns and spam to their official email addresses swamping their in-boxes.
Eric Holder, Lynch’s predecessor, used “Lew Alcindor,” the former name of retired NBA star Kareem Abdul-Jabbar.
However, critics of the practice argue that such aliases can result in some requested emails to and from officials going undetected.
Lynch used the alias to help craft responses to media requests about the meeting, the documents show.
And former IRS official Lois Lerner, who was at the center of the agency’s targeting of conservative groups seeking tax-exempt status, also used an alias — Toby Miles.

There were a;ias’ used during clinton’s terms.Near the end a few were found out. lawsuits were filed to preserve all emails and records. They scrubbed everything anyway and about mid first term Bush they just dropped everything. I do not have links but do remember this vividly. When they quit searching all was gone. Same as will happen now if someone doesn’t presevre all the systems.

PS: If my boss called someone a criminal for two years, i would have hopped to an indictments as first ordered of business. There was enough in Comey’s report to indict her for her “extremely carless” handling of classified info and having an unauthorized file server. then he could have gone after the foundation and the old man too.
