It strikes me as a convoluted reasoning process that justifies a security system presumably designed and financed with an objective towards protection is programmed to display stuff that happened at some point earlier in time.
It also causes suspicion where none should exist.
A monitoring system shows real-time. A recording system keeps track of the past so you can re-examine anything you missed.
You might use the recording system to say, see who was somewhere at a point in time, then see where they came from and where they went. You can do theses things without knowing where they are right now - which is still useful for finding someone now.
