The point of having the equipment is (well ought to be) surveillance, live surveillance.

They security system doesn’t have to have a 26 minute delay at the school for it to have a 26 minute delay to the Sheriff’s office.

To claim that all security video systems are the same is idiotic.

It strikes me as a convoluted reasoning process that justifies a security system presumably designed and financed with an objective towards protection is programmed to display stuff that happened at some point earlier in time.
