Los Angeles County's homeless population is increasing faster than the supply of new housing, even with the addition of thousands of beds in the last two years and millions of dollars beginning to flow in from two ballot measures targeting the crisis, according to a long-awaited report by the region's homelessness agency.
The report showed that officials two years ago far underestimated how much new housing would be needed when they asked city and county voters to approve the tax measures.
...
Peter Lynn, executive director of the homeless authority, said Friday that new cost figures had not been calculated, but he guessed the additional costs might be closer to $150 million, leaving a $220-million shortfall in total.
But he argued that the situation isn't as bleak as the numbers might suggest, because the county's multi-pronged homelessness initiative is still gearing up and the new funding is only starting to have an effect. In creating the previous analysis, officials didn't know what the funding would look like. But with the passage of both measures, Lynn said, "there are very serious dollars behind filling that gap."
Now, he added, "we have a plan for deploying new permanent supportive housing through Proposition HHH and Measure H. That does give us a way forward."
The original analysis was prepared to quantify the difference between the housing and services existing at the time and what would be needed to get all the chronically homeless off the streets and quickly restore housing for those falling into homelessness.
The report became the basis for both Proposition HHH, the homeless housing bond approved by Los Angeles city voters in 2016, and the countywide Measure H sales tax for homeless services approved last year.

This can only be due to racism and homophobia on the part of an uncaring, Republican administration in Los Angeles.
You provide free food, free shelter, more free services. Why does the homeless population keep going up?
If you invite them, house them, feed them, pay them, cuddle them... they will come.
A much cheaper and effective solution would be to just enforce our immigration laws.
...And Sacramento..................
Shock, shock! — It should not be surprising to end up getting more poverty and homelessness by spending millions on poverty and homelessness.
Increase illegal immigration.
This money is being spent downstream of the underlying problems, so of course all this money won’t make a dent.
And for that matter I'm thankful that the sea levels didn't rise a single millimeter during that same period.
Pavlov proved over a hundred years ago that you get more of the behavior that you reward.
The probelm is this....Homeless dopers are migrating to California from all over the nation. The are attracted to our lienent policy towards letting the homeless set up camp wherever they wish, free needle exchange programs and numerous other taxpayer funded benefits for the homeless drug addicted.
I live in far eastern reaches of LA County. Last year idiots in this county voted overwhelmingly (80%) for a .025 sales tax increase to pay for programs for the homeless. My neighbors are two such people that vited for this. And they still wonder why the drug addicted homeless are increasing in numbers.
California is reaping what it sows.
“L.A. County’s homeless problem is worsening despite billions from tax measures”
despite or because of ?
are there no close military bases that the feds would sell to the state ?

What the Libs don’t want to tell admit is that there is a core group of homeless people who cannot or will not follow shelter rules and are incapable of living in a group home or other house where there are even the most basic rules or chores. Many refuse to stop using booze and drugs. Many are belligerent and dangerous. The solution is involuntary placement in a mental health care facility but the Libs will prevent that from happening.
My Orange County city has two officers assigned to the “homeless task force,” but it is getting worse, not better.
The task force is effectively a PR effort, to assuage community anger.
The California problems arise due to state laws, policies and practices.
—Common claim: the homeless are mostly mentally ill.
Fact-most “mentally ill” homeless self-inflicted their illness by years of powerful drug and/or alcoholuse.
—If only there were more, better programs, places for them.
Fact-survey on Santa Ana River homeless gathering, found 90+ percent of them, don’t want help.
They would accept free drugs, free alcohol, free food. But nothing with any strings, anything with rules and conditions.
You can sleep outside year around so LA will attarct homeless from other states. LA has many charities/NGOs that hand out free sleeping bags, used bicycles and cheap tents.
The worst that can happen is you get rained on and it doesn’t rain much in LA. The winters and summers are moderate.
Also many young white homeless males are druggies who came to LA for treatment. LA has tons of fly by night and legitimate drug treatment facilities and they will accept you from say Ohio or Minnesota if yoy are covered by insurance. When the insurance runs out in 3-6 months you get booted out and many guys wil join the local homeless ranks. They don’t go home because their families are sick of them, and don’t want them back if they have returned to drugs.
Naw, they are a sanctuary city. They should let more in (hopefully transferred from the state I am in), and raise taxes some more. In fact, all the zillionaires in Hollywood should just turn their mansions over too. JUST FORK ‘EM OVER..(did that sound a bit sarcastic?)
If you invite them, house them, feed them, pay them, cuddle them... they will come.
Thats how we got our cat.
Those in California who are responsible may figure out the connection one day. Should we give them some hints?
