Changes to EO 12333 have been proposed for a long time before Obama took office - that is the point

Throughout the Obama Administraion , Obama steadfastly refused to implement the changes to EO 12333 because he required tight fisted control of the flow of classified information to implement his agenda and keep his plans and their negative consequences a secret from the public.

Successful conspiracies require tight control of information flow by the smallest number of co conspirators possible

However, after aggressively opposing the changes for 8 years, Obama suddenly reversed himself and signed EO 12333 on January 13, 2017 - seven days before the end of his term.

Why?

On Jan 5, 2017 Obama hosted a clandestine meeting at the White House.

In attendance was President Obama, Cheryl Mills, VP Joe Biden, Comey, Salley Yates , ODNI James Clapper , CIA s John Brennan , NSA Adm Mike Rodgers and other top Obama Admin and other top National Security officials

The topic of the meeting was how to continue the ongoing Russia intelligence spying against the Incoming Trump Administration, how to keep past and present spying secret from the Trump administration and how to keep the continued spying and secret investigation intended to remove President Trump from office a secret from the President - a difficult task .

In this meeting a plan to accomplish the continued illegal spying
and a bogus counterintelligence investigation of the President using national security as a pretext to keep the President unaware and in the dark about the true nature of the investigation targeting him for impeachment and removal

On Jan 13, less that a week before he leaves office, President Obama finally implements the EO 12333 provisions he has been opposing, possibly with subtle revisions aimed at implementing the seditious agenda to hide Obama era misconduct and ultimately remove President from office set forth in the Jan 5 meeting by Obama and his top level DOJ/FBI and National Security team.

Then we have the soon to be infamous Cheryl Mills Jan 20, 2017 CYA “ by the book” memo to herself - written with the knowledge that they had just re written the book to serve their purposes with the redraft of EO 12333

This scheme was confirmed by the Farkas interview a few months later The McCarthy story documents the process but leaves out the nefarious purpose for examination at later date

This was Comey trying to pull off the “show the incoming president a new angle JFK film”
trick......a final attempt to blackmail Trump into playing ball. The plan was Trump was supposed to
agree that they'd let him be “President” within the framework of their control. IOW, business as usual.
If Trump agreed to let them govern, they would have cleared him. Trump shoved it up his azz.
